The newcomer’s acts provoke governmental scrutiny, media spectacle and organized backlash, placing the city on edge and demanding visible leadership. Haunted by the consequences of action and inaction, the outsider grapples with the cost of revealing himself, competing loyalties and the limits of moral certainty as the stakes rise.
