Set five years after a nuclear apocalypse, the film explores a dystopian world divided between those unable to feel pleasure — the Sex Negatives, and the Sex Positives who retain their libidos. The narrative is framed around the exclusive venue called the Café Flesh, where Sex Positives perform for the mostly pleasure-deprived survivors.
