Joe Adams, a smooth-talking gambler, finds himself entangled in a high-stakes scheme amidst the backdrop of World War II. Encountering difficulties to keep his gambling ship afloat due to wartime measures, Joe concocts a plan to use a charitable war relief organization as a front to fund his operations. Posing as a philanthropist, he convinces the group to accept his assistance, intending to skim off donations for his gambling venture.
